Dr. Shelley Wheeler and Jeff Wheeler bring more than 70 years of combined experience in public safety, the U.S. Coast Guard, local and state government, and large-scale operational leadership.

a consultancy specializing in leadership development,
training system design, organizational culture, project & change management, and operational improvement.
Shelley M. Wheeler, D.B.A., PMP, CCMP
Leadership & Organizational Development Expert | Public Safety Veteran | Educator | Author
Dr. Shelley M. Wheeler is a leadership strategist, educator, and organizational development expert with more than 27 years of combined experience in public safety, the U.S. Coast Guard, local and state government, and higher education. A retired Fire Captain and former Program Manager for Professional Development with Montgomery County Fire & Rescue Service, she has led leadership training, officer development, and workforce readiness programs for organizations of more than 2,000 personnel.
Experience
Shelley specializes in building sustainable training systems, strengthening organizational culture, and guiding agencies through effective leadership and change. As a certified Project Management Professional (PMP) and Certified Change Management Professional (CCMP), she excels at designing structured, scalable programs that improve communication, performance, and organizational resilience.
Education
She holds a Bachelor’s in Homeland Security & Emergency Management,
an MBA in Leadership, and a Doctorate in Business Administration (Organizational Leadership). Her research, Effective Leadership in the U.S. Fire Service, explores how leadership behaviors shape culture, trust, communication, and team performance. She also serves as a Dissertation Research Chair at Liberty University, where she mentors doctoral students and advances leadership scholarship.

Shelley is the co-author of the children’s leadership book,
I’m Not Bossy, I’m a Leader! and the author of the forthcoming adult leadership book, Leading from the Fireground: Lessons from the Fire Service and Beyond, which blends real-world experience with leadership principles to help
readers lead with clarity, courage, and purpose.

JEFF WHEELER

Jeff Wheeler is a highly accomplished leader with more than 40 years of distinguished service in the federal government, bringing unmatched expertise in program management, project management, policy development, operations management, and large-scale organizational leadership.
Throughout his career, Jeff has been recognized for his ability to navigate complex environments, strengthen organizational performance, and deliver mission-critical results with excellence, integrity, and unwavering dedication.
Experience
Jeff’s federal career includes decades of service with the United States Coast Guard, where he held senior leadership roles responsible for managing over $1 billion in operational assets and more than 9,000 personnel across multiple units. His strategic oversight, operational vision, and
ability to lead high-risk, mission-driven teams have contributed to significant advancements in readiness, safety, and organizational effectiveness.
As a program manager, Jeff has successfully led major federal initiatives from concept through execution. His deep understanding of federal systems, combined with exceptional organizational and analytical skills, has allowed him to oversee large, multifaceted programs with precision.
He is known for delivering projects on schedule, within budget, and at the highest standards of quality—consistently building trust among leadership, partners, and stakeholders. ​​
